Also produce greater positive impact on health interventions, reducing the morbidity and mortality. Cancer is a public health problem, can affect all people. Is the number one killer in the developed world and is the second in Latin America and the Caribbean. Thus, 12.5% of all deaths in the region are caused by cancer, representing a larger than those caused by the sum of cases of HIV / AIDS, tuberculosis and malaria each year. Cancer is profoundly associated with the socio-economic and cultural life of the population, which determines, in many cases risk factors that most strongly impact the most vulnerable groups in society. In addition, patients with lower socioeconomic status have consistently lower survival rates. Among the cancers associated with poverty, highlights the cervix. Acquired dimension burden of disease and health care for chronic diseases and cancer in particular, requires governments to recognize the efforts of prevention and comprehensive control of cancer as a health policy priority. In particular, taking into account the demographic transition will result in a significant increase in the disease. Consequently, governments should develop national cancer control in the context of social and economic rights and in particular the right to health. In response to the guidelines of an International Congress of Cancer Control - held in Vancouver, Canada in 2005 - pointing to the formation of a global community of practice, we propose to organize a regional labor process, with clearly defined actions as part of an Alliance of Latin America and the Caribbean for Comprehensive Cancer Control. Through which, to ensure synergy and power to the integrated interventions for prevention and care about individuals, population groups, especially where health needs focus. To meet the central objective of the Alliance, is required to establish new forms of partnership between countries, share common interest programs, including projects, studies, research and experiences, fostering information-based management strategies; training, a rapid response plans to the new challenges of knowledge and technology necessary for cancer control. The Alliance of Latin America and the Caribbean for Comprehensive Cancer Control to be developed in close connection with the World Health Organization (WHO), Pan American Health Organization (PAHO) and the main national and international agencies to control the cancer.Including the access to political and financial resources to ensure their actions. Therefore, the signatories of this Declaration commit themselves to mobilize their peers and governments to join the Alliance in Latin America and the Caribbean for Comprehensive Cancer Control and a priority, the work plan of the Iberoamerican Network Control Tobacco and the adoption of an action plan for control of cervical cancer.
